Hotkey for "Push to Talk"

With the addition of hotkeys in 2.8, one missing feature that's present in similar applications (like PowerToys VideoConference Mute) is "Push to Talk".
i.e.: unmute on keydown, then mute on keyup

To add to the request: the PTT feature for Teams should work even if focus is on another app.
